Housing and Buildings Budget and Policy Analyst

The New York City Independent Budget Office, a nonpartisan city agency, is seeking an experienced budget and policy analyst to join our Housing, Environment, and Infrastructure team. The analyst will report on budgetary and policy implications related to programs, services, and capital projects conducted by the Department of Housing Preservation and Development, Department of Buildings, and New York City Public Housing Authority.

IBO’s responsibility under the City Charter is to provide analyses and issue public reports on city budgetary and policy matters to enhance official and public understanding.

The housing and buildings analyst position offers a unique opportunity to study and inform public policy covering the topics of affordable housing, rent regulation, public housing, rental subsidies, and building and housing code enforcement.

Qualifications and Skills:

Candidates should be analytic, demonstrate skills in rigorous policy analysis, and the ability to write clearly about complicated research for a wide range of audiences. Candidates should have experience using SAS, R, or similar coding package to conduct quantitative analyses as well as solid grounding in statistics and research methodologies.

The analyst will be expected to apply complex research designs to large databases to be able to generate new and interesting lines of inquiry for our broader research agenda. They also should demonstrate an interest and understanding of housing and real estate policy in New York City.

Knowledge of public finance and municipal budgeting is preferred. Commitment to impartial and independent research is essential, as is the ability to take initiative, handle multiple tasks, and meet deadlines.

A graduate degree in public administration, economics, urban planning or a related field, along with two to five years of experience, is preferred; equivalent work experience may substitute.

Salary range: $75,000-100,000, depending upon experience.
