SUMMARY:

The Coalition for Home Repair promotes the preservation of safe, healthy, affordable housing for all by supporting the work of home repair and rehabilitation partners nationwide. The Program Coordinator & Compliance Officer is responsible for overseeing the Coalition’s $1,000,000 three-year U.S. Department of Housing and Urban Development (HUD) Veterans Housing Rehabilitation and Modification Pilot (VHRMP) grant which has 14 subrecipients, and assisting with other grants. The employee also provides training and technical assistance for home repair nonprofits including grant subrecipients. The duties of this position are subject to change based on the needs of the organization and future grant funding. The Program Coordinator & Compliance Officer reports to the Executive Director. This is a new part-time hourly (28 hours/week) non-exempt remote position requiring occasional travel.

 

GENERAL RESPONSIBILITIES:

1) Grant Compliance: Ensures compliance with laws, regulations, guidelines, policies, and procedures.

Researches and interprets federal and state laws, regulations, guidelines, policies, and procedures which affect the administration of funding programs and disseminates information to Coalition staff and grant subrecipients.
Participates in virtual meetings with HUD and other VHRMP grant recipients.
Makes timely changes in programs to adhere to new rules and regulations.
Prepares for and conducts compliance reviews in a timely manner and according to established guidelines.
Prepares and submits written reports of instances of non-compliance in a timely manner and submits them to the Executive Director and/or Board.
Maintains electronic compliance records and files, maintains and monitors a reporting calendar, and maintains an online archive of submitted program reports.

2) Finances: Works with Board and staff to ensure the Coalition’s financial integrity.

Provides the monitoring and reporting of grant funds to ensure compliance with requirements.
Prepares and tracks grant disbursements.
Works with the Administrative Assistant/Bookkeeper to maintain accounting records.
Responds to requests from Coalition staff and grant subrecipients about financial information.
Assists Coalition staff and Board with financial activities, including the annual audit and 990.
Assists the Executive Director in the development, revision, and monitoring of the budget.

3) Training & Technical Assistance: Oversees educational programs for home repair nonprofits including grant subrecipients.

Contributes to the advancement of the mission of the Coalition.
Identifies and builds learning and development training programs in alignment with program and member goals.
Provides training and technical assistance by securing guest speakers, organizing and facilitating training opportunities, and evaluating educational classes.
Helps lead ReFrame Conference, an annual in-person gathering of Coalition members.
Participates in continuing education related to compliance, veterans, program evaluation, etc.
Supports diversity, equity, and inclusion efforts.
Performs other duties as needed.

DESIRED QUALIFICATIONS:

Background

Bachelor’s degree from an accredited institution or equivalent experience.
Experience with grants (federal preferred).
Familiarity with home repair, veterans, nonprofits, and/or leading educational programs.
Experience with managing organizational finances.

Comfortable using Google Docs, Forms, Spreadsheets, and/or Microsoft Office products (experience with Salesforce is a plus).
Self-starter with a strong work ethic and ability to work remotely.
PAY & BENEFITS: Compensation package of $32,445 consisting of:

$20.19/hourly rate (28 hours/week).
$1.44/hour health stipend.
3% 403(b) retirement plan contribution with 100% employee vestment (no employee match required).
Paid time off starting at 15 days per year, and 11 holidays.
Technology provided including laptop, monitor, printer, etc. and any accessibility related tools and/or devices.
Stipend of $12 per bi-weekly pay period for cell phone and internet.
Reimbursement of up to $500 of office furniture (desk, chair, ergonomic specialty items, etc.); this is a taxable benefit.
